Registration and Certification
Upon application, under established rules and regulations and accompanied by the proper fee, inspections are made of plants, premises, and records. Plants found not to be infested or infected or liable to become infested or infected with pests may be registered or certified. Special treatments may be made. This service is supported by fees paid under the provisions of this section. It is unlawful to alter, deface, or misuse any certificate or tag.
Citrus Tree Registration and Certification
(Sections 3000 through 3004, CCR)
Citrus trees may be registered to provide rootstock and scion sources for the propagation of certified nursery stock when inspected and tested for virus, virus-like, and graft-transmissible diseases. In addition, citrus seed trees may be registered for use as sources of seed for rootstock propagative material after having been inspected for the virus psorosis.

Regulation for Registration and Certification of Citrus Trees
Effective January 30, 1984
Citrus trees, for which provisions have been included in this article, may be registered for the purpose of providing seed, root-stock and scion sources for the propagation of certified nursery stock when inspected and tested for virus or graft-transmissible diseases and other pests by procedures outlined in this article. Registration and certification are limited to varieties or clones that are considered to be the best available in the industry from a pest cleanliness standpoint.
3000. The provisions of Section 3069 shall apply to this article.
3001. Definitions.
(a) "Virus-infected" means infected by any of the virus or virus-like diseases listed in this article.
(b) "Index" means testing a plant for infection of a specific virus disease by grafting with tissue from it to an indicator plant or by other means approved by the director. Information regarding such other means may be obtained from the Department's Pest Exclusion Unit.
(c) "Virus-tested" means tested for specific virus or virus-like diseases listed in this article using procedures as outlined in this article.
(d) "Off-type" means different from the variety for which registration or certification has been applied.
(e) "Selected tree" means a seed or scion tree for which registration is requested.
(f) "Registerd" means a registration number has been assigned by the Department to a seed or scion tree that has been inspected and tested in accordance with the provisions of this article to serve as a source of propagating material for certified nursery stock.
(g) "Foundation block" means an outdoor planting of citrus trees, maintained by the University of California, in which trees may be registered to serve as a primary source of propagating material.
Citrus Registration/Certification Program Procedures
Citrus Tree Registration
- Interested party contacts Nursery and Seed Services in regards to a tree he wants registerd and application is forwarded to him.
- Application with proper fees sent back to the Department.
- Application processed and copies forwarded to supervising biologist, agricultural commissioner, and applicant.
- Selected tree is issued an ID number at time of budwood collection. Budwood is collected and sent to Sacramento for indexing.
- Budwood from selected tree is indexed for Tristeza, Psorosis, Exocortis, and Vein-Enation. (Six month test)
- Tree is registered after all requirements are met. (Registered trees are also located in the U. C. Foundation Blcok at Lindcove, California.)
Citrus Certification
- Interested party contacts Nursery and Seed Services in regards to growing of certified citrus nursery stock. Application is forwarded to him.
- Application with proper fees sent back to the Department.
- Application is processed and the supervising biologist gives the site approval.
- Application accepted.

Subject: Application for Citrus Tree Testing or Registration for 1997
Enclosed are a blank application form and participant's inventory/budwood collection sheets to be used for the 1997/98 citrus tree testing. The cut off date for submitting your completed application is now set for October 15 for the regular budwood collection period. Please do not use applications that were distributed in previous years.
The regular budwood collection period will extend from November 1 to December 15, and testing will be for citrus tristeza virus, viroids, and psorosis virus, with no change in fees.
For producers who miss the regular collection period, a second opportunity for budwood collection will be provided from April 1 to April 30. These would be tested for citrus tristeza virus only. The fees for the second period of testing are increased to offset the higher associated collection and testing costs. The fees for both periods of testing are shown on the 1997 application.

Subject: Proposed Fees for Citrus Testing
The California Citrus Nursery Society at their June 13, 1995 meeting at Lindcove proposed a new fee schedule for the Citrus Registration and Certification Program (CCR 3004) and the Improved Meyer Lemon Registration and Certification Program (CCR 3010.4). The proposed fees also have the support of the California Citrus Nursery Advisory Board. The reason for this is that the current fee structure does not cover the cost of performing the provisions of the program.
The proposed fee schedule is:
- Annual application fee of $100.00 per applicant. No changes from current schedule.
- A fee of $20.00 per scion tree. All scion trees will be tested for tristeza virus and 20 percent of the trees will also be tested for psorosis virus and exocortis viroid. This will meet the testing requirements of the Tristeza Interior Quarantine. This is an increase by $5.00 per scion tree.
- A fee of $20.00 per seed tree. All seed trees will be tested for psorosis virus and the test is valid for six years. No changes from current schedule.
The Department should implement the fee schedule as proposed by the California Citrus Nursery Society.

Attached are a number of forms that need to be completed to initiate the application process for registering citrus scion source trees with the California Department of Food and Agriculture.
The Inventory and Collection Request form is preprinted with your current inventory of registered trees. If possible please fill in the information that is missing and make any other corrections as needed. If you will be adding trees to be tested, please add them at the end of the preprinted inventory list in the empty spaces.
On the same Inventory and Collection Request form please indicate the scion sources that you wish to have tested for Psorosis and Viroids by placing an "X" under PV in the "TESTS" column. The total number of trees that you may have tested for Psorosis and Viroids is listed above. If you wish to have new scion source trees tested for Psorosis and Viroids as well as Tristeza, they must be counted as part of your alloted number.
Finally, fill out the Application for Testing or Registration of Citrus form (65-057) and mail all the forms together with your Registration Fees to:
